At risk of Kvernik being opaque some more, I'ma venture that it's the numbers that she's taken out of her lottery intentionally, which may or may not actually be something she's 'allowed' to do. The numbers have special significance in some way that (we have cause to assume) dictate Pinks' duties beyond that of her just having a strict set of rules for herself.
Whoever or whatever might be coercing her to keep the lottery going might recently be more interested in monitoring her process to make sure it keeps running smoothely. I take it they're now curious about the one thing she might've hoped to keep from them.
